Searching for a movie

I am searching for a movie...do not remember much, but here are some details:

- I think it is a Rocco movie, either he directed it as well or just has an acting role.

- It has a military theme, movie starts at a military airfield, lot of soldiers, and one thing I remember, that one scene a russian? general speaks to a reporter.

- The movie was shoot in Hungary, so very possibly mostly hungarian actresses.

- done around 1995-2000
