Could well be one of the early 1990s amateur titles shot in South France, that made his reputation, unless the blonde girl is Sidonie , in which case one must check out her filmography...

any films before her boob-job]- to me it looks a little like
Florence Morley.
But to be honest those caps are so grainy, it could be
Margaret Thatcher....
