Probably line work maybe? Like roads, there has to be disruption sometimes, though just before Christmas seems a little silly. Maybe it was someting that came up unexpectedly and couldn't wait?
Always found the tube reliable and easy to use. At least you're out of the rain while waiting and you're less likely to be mugged underground than overground.

Why him?
His hands were pretty much tied by the Government signing PPP initiatives with contractors prior to the first mayoral elections, which mean that certain companies have long-term contracts to provide and/or maintain the infrastructure and/or rolling stock with almost non-existant penalty clauses if they don't do their jobs properly... not unlike the national rail system!
Sometimes tubes only do a part journey because they need to return from whence they came so as to provide greater capacity a little later in the day in an area where they would provide the most benefit, rather than being at the far end of a line running in the "wrong" direction to where they are most needed.
