Absolutely not, he has done nothing wrong.
He mumbled a word and he has apologised for any offense, and that should be the end of it.
The nursery rhyme in question is part of British culture, we all said it many times in childhood in playgrounds up and down the country and whilst things may have changed today it is difficult to not use the word when saying that rhyme when it is how you've always known and said it. And anyway, the N word is used all the time in music lyrics and in movies and it seems the only people that actually get offended by it are the white PC brigade. The PC brigade are a bunch of raving loonies.
It isn't words that are offensive, it is how those words are used that is offensive, but we're getting to the stage where people are frightened to open their mouths in public for fear of saying the wrong thing.
