Probably best to look out side of the UK... price wise definitely a factor... we usually use designers in the Philippines... alas the guy we were using most recently just went mainstream

Yeah definitely as been that way for some time now... of course there are pros and cons for both UK based designers and designers outside of the UK...
When I touted around for a designer most UK based designers (of worth) wanted around $800-1000 for a site... most designers outside the UK (excluding the US which is equally as expersive) wanted around $300-400...
When I looked at the various designers portfolios most looked on par with each other... however I have to admit I am not overly technical, and not sure if the cheaper options included the all singing and all dancing things needed to make a site work more efficently and faster... things like CCS I believe (but remember I aint technical lol)
One problem I experienced with designers in the Philippines was it seemed there were a lot of excuses why work didn't get done, either a family member had died or they had a natural disaster... I dont want to be sceptical, but if true then they are the unluckiest fuckers alive... especially one guy who's nan died 3 times within a month !
Saying that I heard plenty of excuse stories about UK designers, it's like they all work out of one big fuckign excuse book ! Mind you I made a point of not paying for anything until the project was completed...
Finding a good designer who can create a modern looking design is a hard mission, and once you find someone you need to keep a hold of them, which is why we was so gutted to lose our guy Funnily we're currently on the look out for a designer, and infact more so a web developer ourselves... and have tried a number of avenues without any success... good luck on your search

You get what you pay for though, especially in regards to development.
I would never trust anyone who told me they could develop a custom paysite for under ?500, not unless I wasn't bothered about people sneaking in through the back door to access my content anyway.
