There always seems to be one of these looking for work posts, and always with hotmail or hotpop email addresses !hmmm!.

Take your point completely about the anonymity of a hotmail account but ........ Can you define a 'proper' email address ?
Why would a private individual have anything other than a hotmail address ? they wont have a 'company' email address - If you have limited internet access hotmail is probably by the far the easiest thing to have

I guess some people have genuine reasons for using hotmail so I'm not really knocking everyone that uses it, it's just that usually when someone is upto no good they tend to use hotmail and similar email accounts.
When I say "proper email address", everyone has to have an ISP to get onto the internet and so they all have an email address with that ISP, be it AOL, BT, NTL, Tiscali, whatever. Therefore, if someone isn't using that email address you have to wonder why, it's like every car owner has a registration plate but if someone was to cover their number plate over with a false one you'd know they were upto something.

I have a few arguments with your reasoning...
1, A while ago i used demon on my laptop when you had to pay by the minute and you end up with an email like steve@cenobitezisthemainman349829.users.demon.org.uk and thats just sad, obviously you could use cenobitezisthemainman349829@users.demon.org.uk but still!
2, Its also likely that they share a pc with family and dont want emails like 'i wanna fuck you in the ass' and stuiff to a family account.
3, They dont want to post their information, they was one of the people who used their real name in their email, and dont want it to get around...
I could go on...
Unfortunately being messed around by fakes, and frauds is part and parcel, its like a doctor whining that everyones sick around him and he;s going to get ill from it.
