It is german. The accent really sounds like somebody from Holland. The speaker calls the girl "Victoria" at 00:12.

The audio sounds rather odd. First I thought the speaker might be Harry S. Morgan. He calls the place "Harrys Stammkneipe" ("Harrys favorite pub") at 00:29 and the way of speaking fits H.S.M. in some places. In others it doesn't so I'm not at all sure about this
