What the link I provided does is trash Bozier's argument about spending between 2001 and 2007 which you link to.
You need to click on the graph to show the bigger picture which illustrates that between 2001 and 2007 the deficit was no bigger under the Labour government than it was under the TOry government of the 90's.

THats the point. Of course the deficit is huge in 2010-2011. That is what a global recession with the almost complete collapse of the finance system results in.
Yep, Labour made loads of mistakes whilst in government, but Bozier's argument is largely nonsensical.

So reducing the 50% tax rate that the conservatives are proposing would make the situation worse?

The 50% tax rate affects the 1% of the population who are on 150K or more a year but who have 25% of the country's income.
To be honest, I suspect that this is more a political football than anything else.
For the majority of people who are getting more than 150K they have all sorts of tax dodges to avoid paying the tax e.g. they have businesses offshore where they move money into or they have businesses here which they offset all sorts of expenditure. They get their accountants to do everything possible to make their personal income which is what is subject to 50% appear as little as possible in their tax returns etc etc.
If you reduced the tax rate to 40%, the same people would carry on fiddling their taxes by using complex tax avoidance tricks so it is unlikely to make much of a difference anyway.
