I am afraid the industry and the men and women using it are to blame.
The realities are that it has started affecting communities considerably more than it did.
When that happens you get laws to try and stop it.
The working boys and girls couldn't give a toss so the only option is to see if the punters give a toss.
I suspect they won't and it will drive things underground at lot more but if it goes underground and in turn is seen not to be a problem in communities those currently "concerned for the people working in it" mostly won't be 'concerned' anymore.
This is not the solution IF the solution is to deal with / end prostitution (there isn't one) but it could deal with some of the problems in communities affected by it.

These laws are virtually unenforceable - they have similar laws in Finland, but nobody has ever been prosecuted under them. The ugly old cows of the cabinet, mind and body, just feel the need to bring in laws to protect women, to make it look like they're tough. This is just another law that will make the whole situation worse
In reality virtually all trafficked women are controlled by illegal immigrants - kick these people out and the problem wouldn't exist.

Trafficking is only part of what the law is trying to stop, it should also be remembered that while illegal immigrants control a lot of what is going on they don't control all of it and that it isn't illegal immigrants using the victims of trafficking for sex.

The thing is Reggie they wont legalise it because its too easy to fiddle the books.So they wouldn't be sure of getting every last penny of "imoral earnings" that the government think they're due.If they had a meter that clamped onto a womans fanny they would have legalised it years ago.
As for legalised brothels,can you imagine how many M.P's,Judges, Clergymen,Police Chiefs and Senior Civil Servants etc would be outed by the campsite of gutter press outside each brothel?
It suits them a lot better to keep it as it is,its more anonymous.
