Would be nice if there were one program to fix the multitude of possible problems which you can read through here.
I'd start here and work your way through till your happy with the performance

I use CCleaner
"CCleaner (formerly Crap Cleaner) is a freeware system optimization and privacy tool. It removes unused and temporary files from your system - allowing Windows to run faster, more efficiently and giving you more hard disk space. The best part is that it's fast! (normally taking less than a second to run) and Free."

Re: Clean up for laptops
I found that changing from a PC to a Mac did wonders for my productivity.
Instead of waiting ages for my Sony Vaio to start up, waiting ages for programs to load, having to run AV, registry cleaners, etc all the time (which in spite of 2Gb RAM slowed the whole system to a crawl whereby it was almost impossible to get anything else done) I now switch my Mac on and a few seconds later I'm working. I don't have to worry about running AV, registry cleaners, etc every day, and although it has a "feeble" 1Gb RAM it manages to run Aperture, Dreamweaver, and OpenOffice all at the same time without any problems, whilst also downloading large files from the web and playing music in the back ground.

Thats what you pay the extra money for
Like going on a contiki tour as opposed to trafalgar
If you can afford it you know which makes more sense

Try the zero cost option and install Mint or ubuntu as a dual boot on your lappy.
