I can remember back in my younger days in the pubs i use to frequent in Kent and South London the sessions often finished in a punch up and this was no different in pubs throughout the country people got hurt but rarely lost their lives and the police were seldom involved, but then zero tolerance towards violence was introduced where just the mere threat towards someone could land you in court and the pubs became a safer place to visit and this has to be a good thing, but these days if someone has a fallout with another person it often ends in tragic circumstances but when the death penalty was in place most people stopped short of killing someone over a grudge it was never a 100% deterrent but it did make people think twice.

I take the point about burying your mistakes.
And about its dubious value as a deterrent; to the contrary, it's been
argued that in gun-crime the offender often has little to lose by killing
his victim with the death-penalty in force [and a lot to gain by silencing a
witness].
Anthony Burgess argued that, given the potential in all of us for
'salvation' [or reform and atonement, for us atheists] you might be
executing an angel-in-the-making.
And my liberal conscience rebels against answering violence with violence,
and contends that the use of it, whether personal or judicial, cheapens us
all.....

.... but I see so many unreformable, moronic arseholes out there with no
adequate sanction against them. And I sometimes argue to myself that by
acting in such a way and with such utter disregard for the sanctity of
human life they have effectively resigned from the human race; so why
should we treat them with the respect accorded to humans? And so, not
in revenge or anger, but only in sadness, I find myself wanting to put a
bolt through their heads, like the dumb cattle they are, and burying them
under a tree where they will finally do the planet some good.

Panel of Clueless Toffs as usual.

Unfortunately they aren't clueless in the sense of knowing what will make a headline, which in turn is seen as them 'doing their job' by the people that only matter to them, which are their bosses and / or funders.

Release a headline now and again without getting their hands dirty / actually looking at the issues, as long as it generates awareness of them, is all that motivates them.
