......just as I chose not rise to YOUR particular bait- except to point out that that same programme also observed that there is a higher percentage of Texan Afro-American youth in prison than in education: and that when this was gently pointed out to Texan government officials, none of them could see the slightest hint of a possible link between the two !!

......the point being made was about secondary education, not tertiary- so the issue of college-entry is moot.
Schemes to counter the truancy 'lifestyle' and gang-culture (yes, with the help of concerned Afro-American community groups) might prove a better solution to crime-control in the long run. It seems to have been effective with the Hispanics (and who may soon come to outnumber the poor white boys in Texas- that'll make for some interesting psephological and legislative changes).
And even save a bit on building ever more prisons......

A couple of points emerge here- firstly, that throwing money at a problem is the usual politicians' knee-jerk response to bad news. Untargeted and uncoordinated, it is nearly always pointless.
I'm a liberal, too- but not where kids are concerned. They need rules and a moral centre to make good citizens. Children can't have 'rights', since that is part of a contract between a citizen and the government, with two-way responsibilites that they are incapable of fulfilling (paying taxes in return for voting, for example). And if those solid foundations don't come from parents (who may themselves be earlier victims of the same cultural desertification), then they must come from schools and the community at large.
Mayber if a few Hollywood moguls got raped or mugged by these turkeys, they'd start to sell a different message- but I agree, it's pretty hopeless.
