The way I read this the reference is ' looking like a council house slag ' NOT implying that they are one, although to anyone who did not know otherwise out on the street the person fits this mould.

Similarly asking a model to dress and act like a slut or a chav is very different to implying that they are one.

So I used the words 'council-house'.....maybe as to not upset people I should've used the shortened, more acceptable acronym 'chav'.

Still derogatory, but somehow more acceptable.....
