Why not just say the new site will be up on the 28th and have done with it????

Because it could be up sooner - depends on all the many things that have to be done [not be us] to make a site live.

Going off the bluebird site itself it states that full member access will be available from the 28th with previews starting from the 14th. I for one don't quite think that the little picture and the blog constitutes a preview.
