It's the usual argument, but you got to bear in mind that we've only really had legally avaliable hardcore since the year 2000, so it's taken 30 years for the UK to catch up "out on the street" as it were. The only blame which can be laid at the feet of anyone (bar OFCOM etc) is with the broadcasters who bend the truth (i.e. lie) about the content being hard when its not etc but thats just clever and necessary marketing. They show the hardest they can under current UK law!
