Two reasons:

I was talking to a guy in my local bar about this only a week ago .
Its like he said when you go to the beach somtimes its more sexy to see a woman in a nice summer dress paddling her feet in the water than a woman laying there in a tinny g string with everything out for show.

I've seen the soft and hard cuts of a couple of things, one of which was from a Ben Dover (More Fresh Cheeks - Adele-Maria Hortshorn scene) and the soft version was far hornier than the hard.
