Yes the girls on the screen are who you are talking to. The delay is only about 15 seconds so if you keep talking you will see them do your request while you chat.
And as for how far they go that really depends on the model's modelling levels plus the rules of the channel. IE, knicks stay on at all times.

The rules changed all the time when i was on there. To start with we were allowed to rub our pussys but then the producers told us that the company had been threatened or actually given (i cant remember which) a 10,000 pound fine because thats not allowed so we had to stop.

I work on BS three nights a week.. As was said in this thread earlier by Tequila, there is a 15 second delay on screen. You DO speak to the actual girls on screen, there are no other girls there or anywhere else fielding the calls. Generally there will be between 1 - 15 people in a queue to speak to a girl, depending on who it is and how busy the lines are. The other callers in the queue hear everything you say to the girl. We can say anything we like on the phones, there are no limits and no fixed rules on topics. HOWEVER!!! Offcom has recently brought in some new rules that apply to ALL girls without exception. You cannot call a girl and think she can bend the rules for you as a favour because we are watched like hawks.Just because one girl is more explicit talking on the phone DOES NOT mean she can be ruder performing on screen. The fine is from ?10,000 - ?250,000 and we have been told that the producers and girls involved in violating these rules will be dismissed without exception. The new rules include:
NO sucking fingers (ie simulating a BJ)
(You can run your finger round your lips but NOT suck)
NO touching your panties on top or underneath the material
NO mouthing swear words (ie "Fuck me" when on camera
NO rubbing the phone between your boobs or legs or pointing it towards your bumhole
