It would useful if you actually posted a link to the legislation you're referring to, together with with links to qualified legal opinions regarding this law. Rather than this dramatic, the sky is falling, alarmist post.
All you've done is posted your opinion that this 'law' (that you haven't specified) will in your view, will result in x,y & z.
Without specifics and details this post is pointless scaremongering.

So who would actually be breaking the law if this is passed, would it be the person signing up to a site, the credit/debit card company, the site owner or affiliate who directed them to a site, what if they clicked on to an old link to sign up that was in place before this law was in force, and as some foreign based sites accept anonymous collections via prepaid cards it all seems very vague ?...
