Can any one advise if there is any editing software you can download from the internet which would allow you to create short 2-3 minutes of video from an exisiting master cd/download?

You could try www.videoredo.com. It's basic, but it lets you chop things up and output them as full-screen mpegs. Depending on what sorts of files you're working with, you might even get on with Windows Movie Maker - assuming you have a PC and it's installed.
