Billing system similar to Nochex

I am wondering if anyone can recommend a billing payment system similar to nochex which I used. I have had recent inquires wanting to sign up for my member's area but do not want to use ccbill or credit card.

Also they have localized languages and geo-tagging (ie if someone from Germany tries to pay, they payment page is in German and they can choose the local payments)
For unbillable countries you can also try
