I dont see how this makes him dodgy - he offered a price which you think is too low so dont go work for him, doesnt make him dodgy in any way. If he was offering something under false pretences then that might him dodgy but this doesnt. An opportunist maybe but there is nothing wrong with that!

As for his comment about getting his time wasted I toyed in both photography and videography a few years back and I had a LOT of my time wasted by models not turning up or being late or deciding when they turned up that they didnt want to do something they agreed to previously or turning up with ID and so the list goes on and I bet every single photographer here has had the same.

His logic is probably that because she is Romanian, ?100 will be a lot of money to her - in Romania that is a months wages for girls in an ordinary job.Check out .. even a Technical Manager with several years relevant experience can get 500? a month maximum. So ?100 to most Romanians is a lot of money. So if she bills herself as from a cheap labour economy. she shouldn't be surprised if she gets offered lower rates because people will assume she's here to undercut local models.
