Does anyone recognise the women in this archive pic? If it is a movie screen shot from 1980s or 1990s, what was the title?

A mystery, but something about the demeanour of the woman in black and the dimly lit bar seems to recall a German/European movie from a few years back....
It's not the clearest image, but does anyone with a wide knowledge of Euro movies have an idea of her ID that might help identify a title, if indeed it is from a video screenshot?
