The actor is Franco Roccaforte. Don't know the film or studio, but the studio may be Private.

From the unusual scenery, I would say it's almost certainly a Private movie.
According to IAFD, they appear together in a number of them:

All the ones from "Faust ..." on, though credited as "unknown" or "odyssey" are in fact Private productions
