No.
There is a certain resemblance (facial), but Sybille looked different in those days, in bodyshape. XNK2421 is slimmer (and has a slimmer frame), e.g. when you compare her to Sybille in "Der Kurpfuscher und..." which was made at about the same time. I think Sybille is also taller, by perhaps 10cm.
