Mark Duggan inquiry

It would appear that the Independent Police Complaints Commission is yet another example of a useless "watchdog" organisation set up by successive governments.

In the case of the Mark Duggan inquiry, the London coroner who is trying to establish whether an inquest could take place has threatened the IPCC with contempt of court, for refusing to hand over the evidence it has gathered over a 10 month inquiry.

Nearly a year after the shooting of Duggan, there is still no sign of the family getting an insight into what happened on the night of his death.

I thought the IPCC abandoned the investigation into his shooting a few months ago?

It amazes me there was no inquiry into the accidental shooting of one officer to the other that precipitated the confusion.

It is still not established whether Mark had a gun or whether he tossed it down the road prior to his arrest and fatal shooting.

Its not a coincidence why it is going around that Mark was "executed"

My understanding is that the IPCC inquiry is ongoing.

In the argy bargy earlier this week between the coroner, trying to find out when an inquest can be held and the barrister representing the IPCC,

Robin Tam QC, for the IPCC, told the coroner it would be dangerous not to hand over the information in one file.

"The investigation being conducted by the IPCC is very complex, probably the most complex they have ever had to deal with and in very high-profile circumstances," he said.

He cited that, and the fact that "significant evidence" ? thought to be the BBC footage ? had just come to light, as two of the reasons why the IPCC has refused to comply with requests for disclosure as the investigation progressed.

He said he could not give a hard date for when the inquiry would be completed, but insisted that partial disclosure "would be dangerous for a proper understanding of the case".

What makes the case more complex is that the CO19 officers who shot Duggan have refused to be interviewed and merely provided written statements.

The more complicate the more no one is accountable for it

Apparently someone filmed a la Rodney King. I like the cloak and dagger surrounding the footage because it sounds like the BBC might have a hot rock ie smells like corruption at play that could cause more problems ie civil unrest if we cant trust our police to not be trigger happy and shoot suspects in the chest.

Seriously, if they had to shoot at te range they did why didnt they disarm him by shooting him in the leg or the arm?

Its like Menezes seven shots to the head. Seems a tad overkill dont you think?

I admit in the thick of battle the police have a very difficult job but if they go shooting like this then amybe they should try to disarm first than go for kill shots.

Im really curious to know what that footage reveals as Ive heard it took place just after the shooting.

I also note that 32 officers were involved with that incident that day and not one of them will come forward...Well dodgy.

I also note that no one has commented on Mark Duggan being related to the Noonans by blood. That in itself would lend some credibilty to the execution allegations going around Tottenham.

Why? What have they got to hide? No one said Mark was a boy scout and altar boy so if he had those two shots coming why dont any one of those 32 officers come forward

After all, are they not officers doing their job OR are all 32 officers afraid of some kind of reprisal because of the Noonan association? As far as I know just because he was related by blood they werent exactly close.

This smells really off

This striks me as a conspiracy of silence. It is worth pointing out that the IPCC is largely made up of ex-police officers which must have something of an impact on attitudes to these cases, when the investigators have had a working lifetime of taking abuse etc. from suspected or actual criminals.

You just have to look at the cases of deaths in custody to question the entire independence of the IPCC. A total of 333 people have died in or shortly after a period in police custody in the last 11 years up to 2010 but not a single police officer has been successfully prosecuted.
