Yes you are correct, Ken would give it to the, "Disabled Gay and Lesbian Mars Mission Programme", this secret scheme was shelved after the last election, they got a ?100 million grant on the basis that is was a "Fundamental, profound and callous act of exlusion, that disabled gays and lesbians were not permitted to have their own space programme with the object of launching a "Manned (and wommanned) mission to Mars, with the intention of seeking out other Gays and Lesbians that may have evolved on other planets in our Solar System"

Ken's answer to this was, "Well you can't really argue with that, gays and lesbians DO have the right to manage and launch their own interplanetry exploration programmes and anyone who disagrees is a homophobic!"
