can anyone explain to me why the girls on xxx 4 U TV can get their whole kit off but the likes of the excellent babeworld tv channel 909 and their hot girls can only go topless?

Because it depends how prepared they are to push the boundaries I suppose.

Have to say though channel 909 is one of the most boring ones out there.
