I wouldn't look for the government or police to get tough with bullies anytime soon. A few more stabbings and murders and they may get around to a poster campaign with snappy slogans like " Don't stab anyone, m8's ... you could end up with an ASBO!". I don't think the government of the UK is capable of solving any problem, but especially amongst anti-social teens. It doesn't appear an under 16 can get more than an ASBO, unless they actually murder someone.
