You may have to set the DVD part to NTSC - try the Setup menu and then TV System, or something like that.
And RTM means Read The Manual; so RTFM means ...

could be a weak signal you have.weird thing happened last week i taped midsomer murders half came out in b/w.

Maybe the VCR part of your machine is not NTSC at all, or perhaps there's a way of resetting that too.
I have a different Panasonic model and in order to record an NTSC disk from an NTSC tape, the tape must be played in from an NTSC VCR.
Just because your NTSC tape plays fine to the TV does not mean that the VCR is NTSC. It could be converting to pseudo-PAL which cannot be copied.
If the above is the case then I'm afraid you need to buy either an NTSC VCR or a Multi-system VCR. A multisystem VCR would convert NTSC to PAL on the fly anyway and you wouldn't need to reset the DVD recorder to NTSC.
However, a multi-system VCR - the Samsung SV-5000W - would cost over ?300. An NTSC VCR would cost just over ?100.
I believe there is a combi VCR / DVD recorder where you can press a button to reset both the tape and the DVD to NTSC, but the one I know of isn't a Panasonic.
Or maybe what ghostdog says applies to your machine. It's difficult to tell 'remotely'.
