Purchasing rights for selling Videos

I was think of starting up an online US adult film store in the UK, but I don't understand why you need purchasing rights. Is it Hamony has the purchasing rights? and if so why are there other companies in the UK like statesidedvd.co.uk selling dvds without R18 certificates?
