The example of driving on the M25 was pretty much the extreme angle I expected you to take - rather predictable at best. Not once did I say people should be allowed to do what the hell they like regardless of other's safety but of course it's easy to read between lines that aren't there. There is controlling risk and there is being heavy handed, which is where our opinions disagree.
With your counter to my idea of the consequences, yes they would be isolated from the mainstream legitimate side of industry, that is to be expected but you're ignoring that those working in the underground scenario are potentially at even greater risk than everybody is now in the industry's current position but naturally, it's always easier and more convenient to disregard them and look only at the squeaky clean utopia you envision.
