I should think that's obvious. In fact, why are the general public paying for their jail terms? They should be jailed in the place they migrated from and made to do their sentences there, and then banned from entering the UK upon release.
I spend a few month a year in the US. If I tortured US citizens then I'd expect to be banned from entering that country again! No doubt some idiot will fight their cases to be deemed fit to reside in the UK upon their release.

I would suggest that the reason for an apparent lack of mainstream interest is not reverse racism, but rather that since devolution, Scotland has pretty well dropped of the Fleet street radar.
