Surely there must be money in it somewhere? If private can spend up to tens and hundreds of thousands of euro's in a production, surely you have the following markets:
France
Germany
Italy
Benelux
Rest of europe
Pan Europe Pay TV
USA
The French/Italian producers in the early 90's used home grown talent and produced good work before the 1st east european actors porn stars came on the scene, which they have also used to good effect. These were distributed via independent video sales company in europe - sometimes turning up in the USA.
