If you are trying to impart a modern concept of democratic legitimacy to 1707 then you are wasting your time. You cannot judge things done then by our standards.

The Scottish referendum is being held under 2012 standards.
However, the English are being denied their chance of a 'first refusal', and here the, 'first', is temporal not demographic.
However, however, the 2012 Brit/UK LibLabCon BBC* standards are inferior to the standard of democracy elsewhere.
