Well because the Tories got far far more seats. The Lib Dems are very much a junior party and through out all their main election promises on defence, foreign policy, education, tuition fees, the economy etc etc in order to get into power.

So the measures that are being introduced are overwhelmingly Tory inspired. We can blame the Lib Dems for throwing away all their principles to get into power but the policies being introduced now are down to the Tories.
