Gvts always want to do this.
See
http://www.icra.org/ and brush up on PICS and RASCI
So far they have pretty much failed - kiddie porn lists are an easy issue - very few sites, human maintained block list.
Adult is just a HUGE numbers game and automation has too much collateral damage - breast cancer and sexual health sites etc. Which is basically what the ISPS will tell him.
The industry will meet with the Minister, and explain that they would LOVE to reduce their costs (all that porn NOT being viewed) and will do so as soon as the Gvt boffins come up with a technical service that has NO FALSE POSTIVES and very few false negatives.
As an old series script might have said
Sir Humphrey "Minister, it's good to protect the children. But if you say "you are protecting them" then every time a site slips through the Daily Mail will splash it on the front page. At the moment you can lament and do nothing, and get no blame, or you can do something, and get all the blame. That would be very brave Minister. Very brave indeed"

Jim's right the internet killed porn but by making it a bit harder to see it will be even more appealing to the consumer so it might do us a big favour.
When it was illegal we done ten times better than when it was ruined by the internet, each time they move the goal posts we get stronger & most of us survive...porn will go on.
Stop it all together on the net & DVD prices will soar so its a win win situation for us.

The ONLY consumers I'm interested in, are those that reach for their credit cards. Porn locusts and freebie hunters can take a jump for all I care. They are slowly, but surely, killing this industry, far more effectively than any government measures. It is they who will shout the loudest about freedom of expression, etc, etc, when the measures come in to place. Those that pay will simply opt in and carry on being happy to pay.
To those people I say, "Maximum respect and most humble greatfullness!" It is thanks to you that any of us still exist!!thumbsup!

You gotta be pretty fucking desperate to get free wank material from a cnacer of the breast awareness site. So ROTFLMAO
But Paul might be right. That may be all thats left to those wanting a quick fix without having to sign up to a site...
Anyway, whose to say that those who usually seek it for free would even pay for it if the option was taken away from them
Most would probably make the effort to go out and get a real girlfriend...or spend more and pay for the service of a lady of the night

I doubt if the proposers of this sort of legislation will ever see the irony of their regular condemnation of regimes like China or Iran for censoring what those governments think is unsuitable for their citizens.

Let's not forget, they already operate this when you get a smart phone. So called "Porn" isn't the only thing that the clumsy robots will block. We flatter ourselves in thinking everyone out there is deperate to look at porn and nothing else. We also flatter ourselves in to elevating porn to some political/ right-on, Wickileaks level, it's entertainment that is all and what's worse, is that millions believe they shouldn't have to pay for it, so it is in fact FREE entertainment.
Again, I say it is these people who are killing the commercial porn industry, not the government.
Anyway, back to the brutal, clumsy, ISP blocking mechanisms, what about a student doing a project on anatomy or an artist researching how to draw nudes, what about a pop video, with "Sexy" girls, they could all be blocked, there are many innocent areas where the dumb ISP block will stop you reading, looking, exploring.
In the end most will opt out of the block, apart from weird Christain/ religious families and general nutters. Any sexually orientated site and any site that has ANY sexual connotation, will be blocked. So does anyone really think the Adultwork will be a thing of the past and porn consigned to the dustbin and everyone will turn to watching Cliff Richard videos? I think not!
I am a man who lived through the reign of terror wreaked by Mary Whitehouse and we prevailed!!
I will NOT BE FORCED TO WATCH THIS FILTH!!!
