Can't log in at hotmail ...It has blue screen asking to sign up for 50 quid for Microsoft

I haven't got Hotmail so can't really help.
Why not set yourself up a GMail (or similar) email account?

Rachel has Hotmail so I'll ask her if she's having any problems with it.
It's possible that your Hotmail has been hacked so the ?50.00 wouldn't go to Microsoft but the hackers?
