Then there's The Wind in the Willows, where all the characters were based on the British class system, with the weasels of the "Wild Wood" supposedly being the villainous working class. Scared of the masses, the rich are, so they purposely put up social barriers in order to protect themselves. They make getting decent training and education expensive in order to make it as hard as they can for people with no money.
