I thought the title was enough seeing as I haven't found a film with that title anywhere to date.

Anyway, I found a movie called "Etreintes A La Prison De Femmes" and the info I found says the following.

"Women In Prison" (1991) is the English title of a European video edition of Etreintes ... De Femmes, dubbed in German with Dutch subtitles, produced by Sascha Alexander Productions (SAP) 1991. "Wet Pets in Prison" (1989) is the English title of the English dubbed USA version, produced by VMD videos 1989.

This might be the film I am looking for but the scene I remember is not in the French version movie. Maybe it was cut out. I can't find the English title version though or the US film.

I also found a Spanish comedy film called " Man in a Women?s Prison" (1986) (Un Macho en la Carcel de Mujeres). It has a1-2 highlights where the women inmates discover one of the inmates is a man and go wild. But I only saw a trailer on vimeo so not sure if this film is the one either.
