No he's not. Don't be so ridiculous. Find me some reports from newspapers where the reporter has referred to the score in that manner and I don't mean the scoreline at the top of the report.

A few examples:

Nicolas Anelka scored a hat trick as West Brom beat Cork City 6-0 in their penultimate pre-season friendly.
Who was at home? Cork City.

Queens Park Rangers are through to the second round of the Capital One Cup are beating Exeter City 2-0. Charlie Austin scored after just three minutes on his full debut for Harry Redknapp's side.
Who was at home? Exeter City

Substitute Washington pounced on a defensive mistake it make it 3-1 in the 102nd minute, coolly rounding Ankergren before putting the ball in the empty net.

If you say you've been beaten 1-5 you don't have to say at home because the scoreline already suggests that you were at home, so that's why you say 5-1 at home or just plain 1-5.

The point is, no-one does. You say "we got beaten 5-1" or "we won 5-1"

[Bigger number] - [Smaller number] is the format for all but pedants, glory seekers, and probably 'muricans.

I agree when you say it verbally. It's only when it is written 1-5 does it make any sense.

You only ever see it as a result, though.

Germany 1 - 5 England

The reports were,

"Michael Owen's hat-trick helps England to a stunning 5-1 win over Germany in Munich"

"It was the night England won 5-1 in Munich"

"ENGLAND crushed Germany 5-1 in last night's World Cup qualifier in Munich "

I can't see anyone writing it as England won 1-5 against Germany in Munich"
