Possibly. It would depend on what else was going on re unemployment, growth etc etc.

Anyway I've spent more than enough time answering your questions.

I think you are right, basically, David....or, putting it another way, I think
it far too slick, lazy and convenient for politicians to blame Britain`s woes
all on Johnny Foreigner. When a Govt is failing you must find a convenient
scapegoat. The current lot in No 10 have been kicking Europeans in the
balls too much lately and it is clearly a cover-up (to a great extent, Europe
is buggered up enough anyway) for their own short-comings.
