As usual Charles you totally miss the point. The meaning of "legal" is clear to both of us.

The point is about tax avoiders with their snouts in the trough. MPs with their snouts in the trough although much of what they did was "legal" Tax evaders with their snouts n the troughts. So the haves have their snouts in the trough in the case of tax avoiders and tax evaders to the tune of many, many billions. These are the people in terms of tax avoiders and tax evaders who avoid criticism almost completely.

Those who are either unemployed or PAYE dont have that luxury to fiddle the tax and get a pile of shit poured on them daily.
