Big own goal by plod,people believed he shot first,plod should have said exactly why he was shot and imho they would be justified.Poor,very poor news management and now look at whats happening!

They haven't announced a 'shoot to kill' policy as far as i'm aware.

Duggan is a known offender who has never been in trouble with the police. So they knew he was an offender all along and it was just now they went to do something about it and then shot him on sight? What's going on here?
The original story said 'gangsta' shot at police. The same story that said the 'gangsta' has never been in trouble. Now the bullet that hit the cop is police issue? Not only that, the weapon recovered at the scene was in a sock and not ready for firing?
Hmmmm, something about this doesn't pass the smell test. But hey, certain people are guilty until proven innocent so lets gun them down. Yep, what a sound plan; and then people wonder why this world is a fcuking mess.
