I believe apathy is the cause more than anything from my various conversations with people Ive discussed this sort of thing with over the years
I think the lower "working class" people are happy with their lot as they are not as poor as poor used to be ie we have a social security system now and day time tv, foot ball and cigarettes to keep many people happy.
Take away those creature comforts and you might havel revolutionaries on your hands.
