It's not just the tobacco laws, the bars can lose their license if a random police check finds drugs being used on the premises.

No, they only announced their intention to ban them in oct 2007, the law wasn't changed instantly. This is the latest:
THE HAGUE, 03/07/08 - 'Magic mushrooms' will not yet be banned in the coming months. The health ministry announced yesterday that it would no longer be possible to have the ban come into effect before the parliamentary summer recess.
After next week, the Lower House will not be meeting again until 2 September, when it is virtually certain to back the ban. The ban could not come into effect on the target date because 188 parliamentary questions have been raised on the proposed bill, according to the ministry. "It costs some time to answer all of this," a spokesman explained.
So it looks like they'll back the ban on 2 Sep and then they'll have to pass it into law. Unless one of those parliamentary questions fucks them up god willing.

Yes the Dutch government always tries to protect its citizens and they know that mixing tobacco with cannabis and inhaling deeply causes cancer but if you smoke it pure in a pipe then it is not carcinogenic. I agree with the ban on tobacco absolutely.
