If you have XP:
Start>Control Panel
Date, Time, Language and Regional Options
Regional and Language Options
In the 'Regional Options' tab, make sure 'English (United Kingdom)' is selected in the 'Standards and formats' section and in the 'Location' section, make sure you choose 'United Kingdom'.
Then click on the 'Languages' tab and click 'Details'. In the 'Default input language' section make sure you choose 'English (United Kingdom)' is chosen and that the 'English (United Kingdom)' is highlighted in the box below. Click apply, then apply again and restart your PC.
If you have a British keyboard then the ? sign is abouve the 3. The American keyboards have the # sign above the 3 so you've most definately got the American keyboard layout setup in XP.
