It's all about your BRAS (Broadband Remote Access Server Profile) Profile which is responsible for regulating your maximum throughput.
Your BRAS profile changes when a stable connection has been made for a period of time and thereby gives you a stable connection. But your BRAS Profile will also drop should the line rate decrease significantly.

What about upload speed?

Download speed may well not be my main issue.I'd happily live with an average of 4 mb download.
However the upload speed on most contracts seems to be capped at about 444.
Also nearly all of them have exact download limits, except fpr the ones at about 70 quid per month! I get a better deal than that in eastern europe!
My phone will be cable though, there is no BT line.I'll install one if it benefits, but I may well be stuck with whoever now owns Birmingham cable.
Maybe Virgin,if someone here knows I'd be grateful.
They do seem to have a fair use policy, but no download limit, and it's much cheaper at 37 quid.

Never had a problem with Virgin for over 5 years. DO NOT get Virgin adsl though.....go for cable.
They have a fair usage policy, but I never encountered it being used against me. Their upload speeds were shit though. I was on their 4mb service and the upload was about 245kbs. It was expensive as well at ?25 a month.

I've got a better spped than that now,512 kbs.
I really need that upload speed to be at least 1mb,otherwise I'll be struggling.
