The woman got trapped in 2004. She stood trial in 2007. What happened to her and her daughter during the time in between? Has she been living with her daughter during the last two and a half years?
Am I the only one to whom this is the most intriguing question?

I can only think she was medically unfit to stand trial or that there were subsequent investigations arising out of this one that had to be concluded. If the video evidence was pretty irrefutable, and they would have had that video evidence from 2004, then it does seem like an inexplicable delay.

His point was that for a relatively minor offence you get penalised harder.

Speeding and hit-and-run, or knocking someone down, are two different issues.
