You are aware that amplifiers have volume knobs aren't you?
He doesn't have to get a 350W crank it to 11 and be like Mac Culkin in that Michael Jackson video.
Small amp, headphones, or even a marshall micro amp and nobody would even know he's there.

Only joshing, I tried learning the Violin when I was in school, gave up after multiple arguments with the then New Music Teacher, he decided ALL girls could take equipment home to practise with, but most of the boys were NOT allowed to take equipment home.
Hell, even most of the "Study Breaks" we weren't allowed to practise during.

More importantly... was on clapham common the other day and shit! I was with a group of friends... some really stunning girls included... all of which are definitly jus friends but basically I would not pass on the chance! right, sittin chillin... geeza rocks up.... sits on his own about 20m away, calmly rolls a spliff and starts jammin some old school bob marley tunes... wicked!
I was enjoyin it, he was loving all...I mean ALL the girls attention!! They was mesmerised by this guy, we uped and moved closer...so did some other people... he start crackin outsome sign alongs and shit all the fanny is meltin in this guys hands!! When we went over to that pub on the corner of the common he even got chattin and got a nuber and shit I even bought that bloke a friggin drink!! lol muggins!! lol
I guess I coulda been jealous but hey... thats cool shit!
So I jus thought, fuck this man!! I wanna get one now!! lol!!
Regardless of all that other tech, spec stuff, above all...

My brother has been playing electric for over 40 years & is something of an expert & collector. From what he says, the Chinese knock-offs are surprisingly good, & excellent values, providing you just want something to play & keep, & not invest in.
His son a couple years ago was taken to the Nashville Gibson plant by Ricky Medlock (Lynyrd Skynyrd) & was given 2 custom Les Paul's for his virtuosity--how 'bout that??

right, i've had just about enough of all this load of old pony
if you want a tele by all means buy a tele. don't go spending a fortune on one just in case it ends up sitting in a corner gathering dust. i would advise buying a strat instead for a wider range of sounds available and, providing its set up correctly, the tremolo is fun for a beginner - if it floats. if it doesn't it'll just keep going out of tune.
some of the ebay 'internet' guitars are pretty good and genuinely cheap
and no, i don't have an affiliation with this but i was thinking about getting one for a mate of mine who wants to start playing and, for whatever reason, has a bit of a thing about the quo.
acoustics are well and good but you can't play them quietly
if you do end up spending a few quid, as was mentioned in a previous post, tokai ( note spelling ) make phenomenal replicas, some say they are way better than anything fender make. i have a tokai strat myself which is magnificent. the teles are difficult to find though - i think they called them breezy sound
however, a squier is all that you will ever need
just a small note though, rome wasn't built in a day. if you can't play a tune in a week don't give up, it'll come

Keith don't be so narrow minded.
I for one, started out with an electric, the guitar tutor above has also recommended starting out on an electric.
It sems your opinion is based on your bad experiences with your brother.
With an electric you actually can make less noise than an acoustic. you can play with headphones, or if you have an axe such as a strat you can even play them unplugged, ideal for learning on your own without the risk of annoying your irritable brother.
