The pensioners who have gone to prison for non payment of council tax went there because they refused to pay, not because they were unable to pay. Although I readily concede that there is considerable pensioner poverty in this country, it does have to be remembered that many pensioners are extremely wealthy. Things such as free tv licences and bus travel should be targetted.

The reason why prisons are getting overcrowded is not because sentences are getting heavier, it's because there's more people committing crimes.
As for legalising drugs then particularly with heroin then all you will do is create more addicts and more of them means more smackheads robbing to feed their habits. Prisons are full of druggies who turn to robbing. I know I shared a cell with 2 of them.
